Chandrasekhar was born in 1960 in Agartala, the capital of North-Eastern state of Tripura.. As a child, his father owned a sweet shop. Chandrasekhar's family came to Tripura from Bangladesh when he could not imagine. They came to Tripura state as refugees during the freedom movement. So he started a small sweet shop in Agartala area for livelihood. 9 members of Chandrasekhar's family lived on the income from that sweet shop. The income from that shop was minimal. As a result, Chandrasekhar's family faced severe financial difficulties. Sometimes Chandrasekhar used to help his father in the sweet shop.. He also used to go door to door and sell milk. He studied while doing a small job. Studied in Tripura Government School up to Inter.

After that he went to Bangladesh for graduation. He graduated in Statistics from Dhaka University in 1978. He used to pay his expenses by giving tuition to small children there. As he did not have enough money to get a room, he used to get accommodation at Brojo Nand Saraswati Ashram in Dhaka. After completing his Masters in 1985, he got a job at the International Development Non-Profit Organization (BRAC) in Dhaka. As part of his job, he saw the women of the village improve their living standards with small financial assistance. He was impressed by what they were doing. The idea of ​​implementing such things in India also took root in him at that time. Chandrasekhar worked in Bangladesh for about 15 years. He returned to Kolkata in 1997.

In 1998, he worked in the village welfare association. He made people aware of their rights. Later in 2001, he set up a micro finance company named Chandrasekhar Bandhan. He started this bank by taking a loan of two lakhs from his brother-in-law. He also started a charitable organization called Bandhan in connection with this bank. In 2002, he got a loan of 20 lakhs from a company called SIDBI. That year he provided loans of 15 lakhs to around 1100 women through Bandhan Sanstha. At that time there were only 12 employees in his company.

In 2009, Chandrasekhar registered Bandhan as an NBFC non-banking finance company with the approval of the Reserve Bank. With this registration, the lives of 80 lakh women have changed. In 2013, the Reserve Bank of India invited applications from the private sector to set up a bank. Chandrasekhar also applied for a banking license. He got banking license in 2015. As a result, Bandhan Bank was formed.. At present, the market capitalization of Bandhan Bank is 28,997 crores, which means that Chandrasekhar's efforts behind it are immense. This bank currently has 3.26 crore customers. This bank is operating all over the country. It has hundreds of banking outlets in union territories.
